friends. Palmer would have more acquaintances than friends, but his friends are going to be people he has come to trust. Only a few close ones will know a little of his past. He is loyal to his friends/close colleagues and will do what he can to help them. His initial impression can sometimes be a little gruff, or short-tempered depending on the setting, but often he is easy to converse with outside of the workplace. If you are a Monroeville Hospital patient, and you have proved to him that you are worthily stable, he will be very lenient in letting you go out more, even if it means temporarily escorting you out against regular protocol. He would accompany you, still.
enemies. His enemies are going to be patients who have either tried to kill him (more than a few times), spies, or people he has had a rocky relationship with from the past. Anyone who consciously betrays him will immediately be listed here. There are many individuals who annoy him, but you would have had to have done something severe to be on his enemy list.

These two would be coworkers, but I'm not sure how they would feel about each other personally. Charlotte might believe Ryan does a good job keeping people in check, and they might work a little more closely with people they pull back in. Ryan seems like he might dislike Charlotte's personality or handling of patients or other Monroeville employees, so they might not be anything more than acquaintances, if I read Ryan right?
Palmer would be intrigued by her, but also remain a little suspicious. He would still treat Charlie in a civil-like manner, even if he has heard bad talk about her from colleagues, since he likes to judge someone's character from his own perspective. Her social skills wouldn't really faze him - he thinks people can be very intelligent even if they lack competence in the "social" aspect of things; (He has had experience working with a lot of "different" people). If he does see any personal evidence of manipulation, that would be a concern. However, if she does her job that lead to no drastic consequences, he is fine with that.
They would be an interesting duo for sure. Her desire for his approval/neutral feelings towards her (since his job is so important in Monroeville) might outweigh her megalomaniac tendencies, so around him, she might be a bit tamer. Since she is technically still under Monroeville supervision, he might know a bit about her in that way too.
So Sophie here has probably made herself quite a nuisance in general. I'm not sure how he would deal with her but if the thread with him and Benji is any indication I'm definitely here for it it's definitely something we could talk about and explore if you're interested! She's not necessarily the type of person to go out of her way and get into trouble, but if she is in trouble she's 100% the person to mouth off to whoever caught her >.>

Good question. He wants to protect the people, which includes both citizens inside and outside the hospital. To do this, however, he tries to prepare and get patients to understand, through discipline, what they need to do in order to leave. He would ultimately prefer patients to leave (he's aware that Monroeville isn't perfect, by the way) but will only give further approval to the director/whoever is in charge of releasing patients if he feels sure they are safe to themselves, and society.
For example, Benjamin Townsend is someone he's dealing with right now who broke the rules. He likes the guy, but knows Benji isn't ready and is punishing him; not only to teach a lesson, but to attempt to put a stop and halt to his misbehaviour. He is also punishing him because if Benji had escaped, there's a possibility he could have hurt someone on the outside - even if it was by accident.
It's kind of up to you/your character whether you think Palmer is good or bad. Most of his colleagues probably get the impression that he is brutal, or is just following orders from up high. Only Palmer and maybe a select few (co-workers or patients) would know/think otherwise. Nonetheless, he will take drastic action to accomplish his mission if necessary.
